CPower Enters Into Demand Response Master Agreement with Defense Energy Support Center
Demand response master agreement with Department of Defense includes full portfolio of CPower’s energy management programs

NEW YORK - December 8, 2008 - CPower, a leading energy management firm, today announced it was selected by the Defense Energy Support Center (DESC) as an approved provider of full-service demand response programs to United States military and federal agencies. Under the terms of the agreement, CPower is eligible to be a demand response provider through October 2013 for government facilities and defense bases in Independent System Operator (ISO) regions and utility territories.

DESC approved CPower to help support its mission to provide the Department of Defense and other government agencies with the opportunity to participate in demand response programs in the most efficient manner possible. The military and federal agencies will be able to participate by reducing their electricity consumption during periods of high energy demand and earn credits valued at significant dollars for those reductions.

"As energy costs climb for everyone, not only will demand response programs help curtail electricity usage, these programs do it in a way that does not interfere with the critical infrastructure of our nation's military and federal sites," said Larry Fratis, contracting officer for the Defense Energy Support Center.

DESC has entered into master agreements with companies such as CPower to support and enable military and federal sites to participate in demand response programs through efficient contracting procedures. CPower will in turn expedite the demand response development process for participating installations and facilities, which includes initial analysis and curtailment planning, metering and monitoring, program management, ongoing performance tests and energy optimization. The master agreement will allow for site participation within CPower's major energy markets of New England, New York, the Mid-Atlantic region, Texas and California.

CPower will work with electricity users and its key business partners to evaluate electricity consumption and provide curtailment recommendations and plans that will not impact their core military and federal site operations. CPower will manage the full process on behalf of participating sites, including enrollment, reporting and credits. Participating sites will receive credits for their participation, and will not incur any out-of-pocket expenses.
